black and white/monochrome mode in paint XP doesn't work properly.

    Description

      In mspaint.exe from Windows XP, the black and white mode doesn't work properly. Rather than filling the palette with patterns, it fills the palette with the color black. This also happens in mspaint.exe from Windows 98.
