REGRESSION: ReactOS does not boot on Z170 platform, IopCreateArcNames failed

    Description

      I was told that this is not related to UniATA, which was proved by one of the test images not being able to boot (it was a 0.4.12RC branch with UniATA sources from 0.4.11), see a comment on CORE-15886. Although, I checked that myself and reverted UniATA in latest master (0.4.13-310-gd5b88ff) to the version 0.46e8, which is pretty much a same sate as in 0.4.11 release branch, it booted and recognized all the SATA drives just fine... ROS-0.4.13-dev-310-gd5b88ff-UniATAv.047.log is from untouched latest master (except for the UniATA debugging), ROS-0.4.13-dev-310-gd5b88ff-UniATAv.046e8.log is from the successful boot with UniATA reverted to older version.
