Implement local DOS devices context

Now that device maps are supported by Ob including for symbolic links handling, Ob lookup has to be upgraded to handle these.
That way, LUID device mappings can be enabled.

Ticket to track the implementation of that new feature and allow running tests given this touches the roots of the kernel.
