Support raster fonts (*.fnt and *.fon)

    Description

      I have added a font file sserife.fon.
      FreeType demo program ftview.exe can load sserife.fon, so I think this font is a valid FON file.
      However, currently ReactOS is unable to load raster font files (*.fnt and *.fon files).
      A Windows FON file is a collection of Windows FNT files.
      A Windows FNT file is a single raster font file.
      Source of ftview.exe is available at https://download.savannah.gnu.org/releases/freetype/ft2demos-2.10.0.tar.bz2
