"git cmd" makes our cmd draw an unintended blue header line

    Description

      0.4.11-RC-33-gb27a643 gcc dbg linux was affected
      0.4.12-RC-43-g6f651b6 gcc dbg linux is still affected
      A followup ticket of CORE-15689 (that you can open to get logs)

      Reproduction steps
      -install Git 2.10.0 from rapps
      -run "Git cmd" from startmenu (git-cmd.exe)

      Expected result
      there is no blue header line created in XPSP3

      Observed result
      We draw an unintended blue header line, that prevents serious typing within the first line
