Broken Build ROSBE 2.1.6 on Win7 using ninja after cd9f9e8

After commit cd9f9e8 running ROSBE 2.1.6 on Win7 there is a build error when running "ninja bootcd" as shown in the attached file.

Modifying modules\rosapps\applications\devutils\createspec\createspec.c to remove line #11 seems to fix the problem:
