[RAPPS] wininet cannot do auto redirection

    Description

      I had worked in a PR of rapps-db:

      https://github.com/reactos/rapps-db/commit/7c981c92249c1d41be4982f2772c056c3d2dd058

      It used TinyURL: https://tinyurl.com/yy9dwry6
      The redirection of TinyURL worked in Win10 with auto redirection: redirection-works-in-Win10.png.

      However ReactOS won't do auto redirection. This is a bug of wininet.
