Description
Window-Snap does work properly when dragging cmd.exe to left-screen border via mouse
Window-Snap does not work properly when WinKey-left is used on cmd.exe

The misbehavior of the keyboard-shortcut is specific to cmd.exe, e.g. it works as expected for the file-browser-window.
ros logs nothing, therefore I skipped the logfile

Noteworthy is, that Win7 does never use all available vertical space, neither on WinKey-left, nor on WinKey-up, nor on Win-Key-right. Eventually it tries to enlarge in multiple of cmd-font-height. I would accept also a fix as 'complete', that would not dive that much into the details yet.
