WinMerge 2.14.0 from rapps, explorer context menu integration transports filepath parameter improperly

Reproduction steps

• install WinMerge 2.14.0 from rapps with context menu integration
• navigate to C:\eula.1028.txt (the file gets installed by the app itself)
• right click the file and select "WinMerge" from explorer filebrowsers context menu
• WinMerge will open up with its "Select files or folders" dlg

Expected result
2k3sp2_ok.webm shows that edit "Left" should contain the full path to "C:\eula.1028.txt"

Observed result
0.4.6RC1-LeftContainsOnlyPartialPath.webm the edit "Left" contains only "C:\" errenously (which means the issue is old)
0.4.12-RC-55-g3a6cb85 gcc dbg lin is still affected and only contains "C:\"
