GetInterfaceInfo fails in iphlpapi_apitest:GetInterfaceName

    Description

      There is only one failing test for iphlpapi_apitest:GetInterfaceName. Attached is a patch that I believe will fix this test. Also, I attached a test program that I wrote for verifying the patch.
