Newer Telegram desktop do not work

    Description

      Newer Telegram desktop versions do not work under ROS.

      Tested version 1.9.3 in 0.4.12 , one 0.4.13 build  and 0.4.14-dev-710-gef103d7

      It complains about "CompareStringEx" : "The procedure entry point CompareStringEx could not be located in the dynamic link library KERNEL32.dll"
