MS Excel Viewer 2007 (german) from rapps, scrollbar in combox should be disabled and without slider

MS Excel Viewer 2007 from rapps.
I had selected ros to be installed with german localization, which makes rapps download a different binary for the Excel Viewer, than if I would have selected english
(I mention this just in case the english one would behave differently)

Reproduction steps

• open excel viewer app and select to open a new file
• the file open dlg has two comboboxes (one for filename and one for file extension), both comboxes are affected from the following 2 scrollbar issues

Expected result
2K3_SP2_ok.png Like on 2k3sp2, the scrollbar should be disabled and should have no slider visible

Observed result
0.4.13-RC-38-g3803e58_wrong.png draws the scrollbar enabled erroneously, and draws a slider erroneously
