[WIN32SS?/comctl32?] Resizing header of SOME listviews may make the header flicker badly

0.4.13-RC-41-gc6b2f3a gcc dbg lin.

You can observe this in at least two apps:

• Our rapps
• WireLessKeyView 2.0, from Nirsoft NirLauncher 1.19.98 (is within rapps)

(I mention two apps here, to underline that this is no bug in rapps.exe)

Symptom
Whenever you resize the listviews header, the headerline will flash badly

Sidenote
My naive guess would be it being a comctl32 issue, because there are some listviews that are affected by this bug (like the ones I noted above), and some others that are not affected at all (e.g. that one in "Nirsoft NirLauncher 1.19.98" main app, or those within our explorer filebrowser in details-view)
So eventually this is a comctl v5 vs comctl v6 bug? (Just naive guessing)
