explorer: startup programs launched everytime it is started

This can be seem a bit confusing, as start programs are those supposed to be run on system start/user login. The problem is that if you kill explorer and launch it again, they're started too (so you have them double, first time + new instance).

Probably it's a work that shouldn't be done by Explorer itself, but by other component.
