Right click > Paste context menu in Recycle Bin shall only be enabled when something is cut and "Paste as link" must always be disabled there

Running : reactos-bootcd-0.4.14-dev-1339-g1c706d7-x86-gcc-lin-dbg

Steps to reproduce:

• Test 1: Make sure you have no files in clipboard
• Open Recycle Bin and invoke context menu
• Expected: "Paste" and "Paste as Link" should be disabled
• Observed: "Paste" and "Paste as Link" are disabled
• Test 2: Do "Copy" on some file (e.g. a desktop shortcut)
• Invoke context menu in Recycle Bin
• Expected: "Paste" and "Paste as Link" should be disabled
• Observed: "Paste" and "Paste as Link" are enabled
• Test 3: Do "Cut" on some file (e.g. a desktop shortcut)
• Invoke context menu in Recycle Bin
• Expected: "Paste" should be enabled and "Paste as Link" should be disabled
• Observed: Both "Paste" and "Paste as Link" are enabled
