Implement PCH build with target_precompile_headers from CMake 3.16

    Description

      CMake 3.17/RosBE 2.2 doesn't build ReactOS with PCH=1 anymore.
      Since version 3.16, CMake has built-in support for precompiled headers with target_precompile_headers function.
      Need to rewrite our PCH with it (and fix PCH build for CMake 3.17 this way)
