"Color Scheme" not working with localization

Even after translating hivesdef.ing "DESKTOP_SCHEME_x" labels, the loalized color scheme for French do not show up in ROS (still english ones)

Cause :

There is no fr-fr lang pack for themeui.dll

Additionnal comments but WON'T fix item below as no functionnal impact.

However some Registry structure for Color Scheme support is missing in ROS :

• HKCU\Control Panel\Appearance\Schemes

• HKUSERS\.DEFAULT\Control Panel\Appearance\Schemes (while we have New Schemes there, which is not present in Windows)
