Default programs for Bitmap : wrong name and Paint missing

• #1 - Incorrect name for "Image and fax viewer"
• #2 - Paint missing in recommended application list

For #1 : when processing shell\open\command in COpenWithMenu.cpp:524, when rundll32 is detected with an existing dll as argument, then Application name to be extracted from .dll, not from rundll32.

Looking at the HKCU keys it seems that :

• ROS records the wrong MRU item (rundll32.exe rather than shimgvw.dll)

 Junk in MRU to be fixed by https://jira.reactos.org/browse/CORE-16981
