ISAPNP fails to start when no ISA card inserted

    Description

      ISAPNP Read Data Port does not show up when no card is inserted. Tested with an ISA Soundblaster CT4140.

      Observed on these Boards:

      Board P5I430 with chipset Intel 82437VX+82371SB
