Cannot delete the folder opening by Explorer

    Description

      In 7c9a8c0, we cannot delete the folder that is opening by Explorer.

      RemoveDirectory fails with ERROR_SHARING_VIOLATION.
      It seems like related to shell change notification but the directory is certainly opened with FILE_SHARE_DELETE.
