Remove The reset hack of doom and refactor device removal code

At the moment, our device reset code is turned off (see IopResetDevice in https://git.reactos.org/?p=reactos.git;a=blob;f=ntoskrnl/io/pnpmgr/plugplay.c)
Need to fix all remaining stuff which breaks it and turn it back on (for the fourth time!)
