Regression, Since the PnP-works, Root\ACPI_HAL\0000 is not detected properly anymore

reported against: 0.4.15-dev-627-g162d614 gcc 8.4.0 dbg windows build
executed within VBox 4.3.12

Since the recent PnP commits for CORE-10456 the ros PnP does not properly detect the
Root\ACPI_HAL\0000 device anymore.
As a consquence we see the following nagscreen 0.4.15-dev-627-g162d614_unknown_device_HAL_nagscreen.png upon every reboot. It does not even help to hit the checkbox "Don't ask me again for this device"-checkbox. It will still always come up for every boot.
