"Access Denied" when trying to save desktop.ini files

• Open a folder
• Customize it (icon...)
• Desktop.ini is created
• Uncheck all check boxes (read only, hidden...) from Desktop.ini properties
• Try to modify Desktop.ini from notepad and change value => Access Denied when trying to save
• Move file (cut and paste) to another location => Same problem.

This works fin in WinXPSP3
