SHBrowseForFolder() dlg should be resizable

      Expected result
      In 2k3sp2 the dialog is resizable
      2k3sp2_resizable.webm

      Observed result
      In ros it is not erroneously.
      0.4.14-RC-47-g23283de_notResizable.webm
      same result on 0.4.15-dev-1133-gba9bf73

      Maybe it's worth to double-check the latest and greatest on Wine head.
