Apisets Pseudo-Regression, 360 Safe Explorer (not Extreme) 12.2.1678.0 Installer doesn't work

    Description

      Steps:

      1. install reactos with choosing any fs (no matter)
      2. install any usable browser like opera or ff
      3. download the latest stable version https://down.360safe.com/se/360se12.2.1678.0.exe from se.360.cn (btw bug also works with beta)
      4. open exe file from cmd or file explorer

      Used 0.4.15 build 1377 (latest)
      Installer works in Windows XP and FAT32 ReactOS 0.4.11/0.4.14 and launches without completing the installation in BTRFS 0.4.13
      VM config: Windows 2003 32-bit, 4 gb ram, 4 CPU, 128 MB VRAM
