Regression, the MSVC debug build hangs and repeatedly hits exception after "loading boot drivers" in 0.4.14-RC-52-g263c5f0, but 0.4.13-release-1-g2ac9d98 reaches desktop

Observed result:
0.4.14-RC-52-g263c5f0 RosBE2.1.6 debug build with MSVC 16.0.40219.1 does not boot to the blue language selection in first stage for me anymore.
It repeatedly throws exceptions.

That happens since RTC was enabled in 0.4.14-dev-1373-g92dfec2

Expected result:
Contrary 0.4.13-release-1-g2ac9d98 RosBE2.1.6 debug build with MSVC 16.0.40219.1 does not throw those exceptions and does properly install and reach the desktop.
