Enable floppy driver derived from Microsoft samples

    Description

      As we have classpnp driver, it's possible to use floppy driver from Microsoft driver samples (https://github.com/microsoft/Windows-driver-samples/tree/master/storage/sfloppy)

      The driver has already been ported once, it's floppy_new see (drivers/storage/floppy_new).
      Need to check if there are new changes in MS repo and sync them, then enable the driver and check if it works correctly.
      Commits related to CORE-17129 may help
