(Log file) mode is not creating a debug log

      ReactOS version 0.4.15-dev-2041-g73fd52a

      File system is the new fastfat in real hardware.

      When run in (Log file) mode, there is no debug.log in either C:\reactos (where it normally is) or even C:\
