Non-Plug And Play Drivers are not displayed anymore in Device Manager

    Description

      Steps to reproduce:

      • Boot ReactOS (either bootcd or livecd)
      • Open Device Manager
      • In "View" menu enable "Show hidden devices" option
      • Expected: "Non-Plug And Play Drivers" category is here
      • Observed: It's missing

      This is regression, started happening after commit 0.4.15-dev-1539-g6f0e37b042.
