Regression, (urlmon?) DllRegisterServer error upon 2nd stage

a 0.4.15-dev-2534-geba00d1 gcc 8.4.0 win dbg build.
Self-Built using RosBE2.2.1, with a cleared output folder, reconfigured and rebuilt from scratch.

When performing 2nd stage setup, we get a DllRegisterServer error after/during urlmon.

The ticket happens only randomly, but its reproducibility is not too low to investigate it (maybe ~30%???).

I am sure that this is a regression, because it did never happen for yet in 0.4.14-RC-65-gdd0f439. It must have been introduced during 0.4.15dev'ing (presumably between late January2021 and 2021-05-14).
