Add a command to change creation time for files

In Windows 10, PowerShell is pre-installed by default and this command can be used to change creation time.

Example:

(Get-Item "D:\Test\log1.txt").CreationTime=("3 August 2019 17:00:00")

Unfortunately, I have not found a comparable one in ReactOS. It would be good if a similar command can be added to change files and folders creation time.
