Shell dialogs IDD_FOLDER_OPTIONS_* too large for 640x480

Some of the shell dialogs are too large to fit on a 640x480 pixel screen without being hidden behind the taskbar - for example, the Display Properties dialog, which is especially critical.

This is probably a relatively easy fix - just shrink the dialog templates a bit so that everything fits on the viewable portion of the screen.
