wininet_winetest.exe http crashes with unhandled exception when DPH is enabled

Since I observed many random sporadic crashes with "wininet_winetest.exe http" over the last years on the KVM bot (that will trigger the 10reboot-loop finnadies), I decided to:

• build a local build on GCC8.4.0 with DPH systemwide enabled
  And when I run that test then, it will crash with unhandled exception, here is a resolved stacktrace with breakonfirstchance enabled

  For the record here are some runs on the bots (without DPH), all with the exact same code-base, some did succeed, and some did crash on wininet_winetest.exe http:

  All 3 runs were performed on the exact same sources, I just rescheduled the build!
