The shell does not have a fallback for a failing shell extension

I tried to get rid of fontext.dll, to workaround the regressions CORE-17671 & CORE-17311

Reproduction steps

• rename fontext.dll to fontext.dll.foo
• reboot
• check whether you can browse the font folder via explorer "as normal FS folder"

Expected result
2k3sp2 afterwards shows the folder as regular FS folder 2k3sp2_rename_ok.webm

Observed result
ros can not browse the fonts folder at all anymore in filebrowser

Sidenote
I even tried to execute "regsvr32 /u fontext.dll" in ros as an alternative approach, but that led to the same result of the fonts-folder not being browsable at all anymore
