NtUserGetThreadState and enum ThreadStateRoutines are broken

    Description

      NtUserGetThreadState and enum ThreadStateRoutines are wrong.

      While implementing IMM32, I found the mismatch of the ThreadStateRoutines member name and its meaning. For example, 4 is for Input Context and not for capture window.
