HxD 2.5.0.0 fancy characters conversion wrong on FAT32, "Maël Hörz" becomes "Mael Horz" on 2k3sp2, but "Mal Hrz" on ros

Reproduction steps

• install ros on FAT32 filesystem
• install HxD 2.5.0.0 from rapps
• I chose "German" localization during setup, but I doubt that this matters
• run the main app at least once
• the application then tries to store its settings in "C:/Documents and Settings/(Administrator)/Application Data"

Observed result
on ros on FAT32 the apps folder is called just "Mal Hrz"

Expected result
on 2k3sp2 installed also on FAT32 the apps folder in there is called "Mael Horz"

Sidenotes

• And the applications author is actually named "Maël Hörz", so we do something wrong with translating this into a "safe" FAT32 directory name.
• on 2k3sp2 installed on NTFS the apps folder in there is called also "Mael Horz", same as on FAT32
