Avoid possible Out-of-Bounds access in scrollbar.c

    Description

      In reviewing my patches for CORE-17769, I discovered that the static arrays needed to be dimensioned to 3 instead of 2 to handle nBar being SB_CTL. The attached patch fixes this.
