Enable Easy Integration of the Wine-Based otvdm into ReactOS

Recently it has been discussed in chat that petr-akhlamov had created a wiki page on using the "otvdm" successfully in ReactOS (Winevdm/otvdm). Then later in chat learn_more pointed to a specific code location that might be a good candidate for adding the otvdm integration. This inspired me to investigate and it appears that this can be done fairly easily. I have created and tested some patches. These could be included directly in the ReactOS code base to have a ready-made point so that just adding the otvdm code into the right location would make it integrate right into ReactOS. I created this JIRA ticket to collect the patch(es) for discussion and PR creation reference.
