ReactOS 3d Text ScreenSaver (3dtext.scr) should use near 0% CPU

Admittedly, this is somewhat of a duplicate of CORE-8217. I opened this because that one has become too big and it discusses other issues such are what PRIORITY should be used and whether other programs where 100% CPU usage occurs should be handled as well. So following the guide of "only one problem for each Jira ticket", I am attempting to do that here. This is only about what is listed in the Title and nothing else. I am attempting to allow ReactOS users to enjoy using the "3d Text ScreenSaver". Certainly there are other known issues such as problems moving the mini-sized one embedded in the Desk CPL ScreenSaver, but these will be handled in other Jira tickets. Hopefully, keeping the scope limited we can more easily get agreement and a fix for this committed. I plan to create a PR for this shortly.
