openvpn fails to load newdev.dll

https://swupdate.openvpn.org/community/releases/OpenVPN-2.5.5-I602-x86.msi

the procedyre entry point DiInstallDevices cound not be located in the dynamic link liberary newdev.dll

So must i add:

https://www.dll-files.com/newdev.dll.html

to ReactOS system32 folder.

Also msvctr.dll but failed to copy to system 32 because used but other process.
