Add "Spurious" interrupt handlers for APIC HAL.

    Description

      The reason for "Unexpected Interrupt 0x37" in the APIC HAL is that there is no interrupt handler with vector 0x37 (PicSpuriousService37). It doesn't actually do anything other than asm "iret". Windows also has a similar ApicSpuriousService handler for the 0x1F vector (0x3F for 64-bit).
