Turn MSVC "warning RC4206 : title string too long; truncated at 256" from warning into error

    Description

      Can we globally turn RC4206 from warning into error?
      Because those things sneak into the sources over and over again.
      And get overlooked in PRs very easy.
      If we had them as errors, then the CI would reject such PRs already.
      Saving us from frequent follow-up-grooming.

      To date 0.4.15-dev-3702-gcf984cc they are not treated as errors yet.
