[TASKMGR] Backport 3 commits from master de-DE, id-ID and 'Remove Debug Channels'

I do like the following 3 commits from master and want to port them back:

0.4.9-dev-98-gf80d227 [TASKMGR] improve de-DE.rc
0.4.15-dev-413-ged7196d [TASKMGR] Remove 'Debug Channels' feature, which is Wine-specific
0.4.15-dev-2488-gfd4d8f5 just the single line into [TASKMGR] id-ID.rc

Since none of the 3 had a JIRA ticket, I created this one for my backport.
