[WIN32SS] SetWindowPos - SWP_FRAMECHAGED is broken

    Description

      The flag SWP_FRAMECHANGED should send a WM_NCPAINT and a WM_ERASEBKGND message after the WM_NCCALCSIZE message but doesn't.

      The wall-time-clock currently displays 0.4.15-dev-3896-g248fe47.
