Cmd loop with same name is not behaving as W2k3 does.

      ReactOS master-2022-03-19T13-48-45-404052000Z.webm Windows XP clonada-2022-03-19T13-48-19-420560000Z.webm ReactOS version: 0.4.15-dev-3902-gbe33631-x86

      Steps to reproduce:
      1. ReactOS installed, create on desktop and run a file that have the same filename and contains only this command inside. For example: cmd.bat (and the file inside only having "cmd").
      You can replicate it with the file attached: lol.bat

      w2k3/XP: Starts a loop.

      ROS: Stops at the first execution.

      Api mon and storage report activated under Windows XP says me something like this: apimon loop cmd.log
