ReactOS renders unbootable after using ROCALL and shutting down

    Description

      ReactOS 0.4.15-x86-dev (Build 20220317-0.4.15-dev-3903-gd811fca).

      ROCALL is a system fuzzer, more info and download could be found here.

      Running ROCALL with default settings and default blacklist.ini produces no BSoDs. After shutting down ReactOS normally, on first boot, FreeLoader splashes "Getting NLS names from registry failed" error.
