The Saboteur unable to start after installing.

I'm trying to run the game The Saboteur with the following ReactOS build:

the game fails to read the cdkey data because of missing functionality. I've verified the game works correctly on this hardware from the second partition running windows xp. The following error appears in the debug log when retrying reading the cdkey data.
