Wordpad incorrectly show scrollbars at init

Open Wordpad (empty file)

V & H Scrollbars are present

Use mouse wheel once: caret doesn't move but both bars disappear

Windows XP SP3 Wordpad is clean from start:

Also this does not happen with ReactOS wordpad.exe running on Windows XP.

Does not happen when used in Wine 10.0-rc3
