Update "stalls" during disk check (dirty bit is set while clean shutdown performed)

Updating from 

reactos-bootcd-0.4.15-dev-4920-g5fa8403-x86-gcc-lin-dbg

to

reactos-bootcd-0.4.15-dev-4937-g6c748ca-x86-gcc-lin-dbg

after a clean shutdown "stalls" at 0% of disk verification then fails with 

logs says 

"(sdk/lib/fslib/vfatlib/vfatlib.c:353) VfatPrint – 0x41: (sdk/lib/fslib/vfatlib/vfatlib.c:353) VfatPrint – Dirty bit is set. Fs was not properly unmounted and some data may be corrupt."

From this point machine restart from VBox properly boots on "old" reactos-bootcd-0.4.15-dev-4920-g5fa8403-x86-gcc-lin-dbg

Maybe similar to  CORE-13758 or  CORE-13760 or CORE-14160 ?
