Monster Truck Madness 1 setup fails with error

Tested on 0.4.15-dev-5137-g826bd41 (self-built).

Steps to reproduce:

• Install ReactOS from Boot CD
• Download the game: https://archive.org/download/monster-truck-madness/Monster%20Truck%20Madness%201.zip
• Extract ZIP file somewhere
• Important: Make sure WineVDM is installed (from RAPPS)
• Start SETUP.EXE from the extracted directory

Setup cannot access the required initialization file: 'SETUP.EXELST'.

Debug log: 0.4.15-dev-5137-g826bd41.txt

The game setup runs correctly on Windows XP SP3, and the problem looks the same like in CORE-18415.
